Proposals for new Analysis of Impediments to Fair Housing due July 10
BUCYRUS, OHIO – Thursday, June 13, 2024 – The Crawford Partnership for Education and Economic Development is inviting proposals from qualified consultants to conduct an Analysis of Impediments (AI) to Fair Housing Choice. This AI is mandated by the U.S. Department of Housing and Urban Development (HUD) and will be used to evaluate, monitor, address, and resolve Fair Housing issues in Crawford County.
Project Overview:
Crawford County receives Community Development Block Grant (CDBG) funds, regulated by HUD, to support community development projects. As a recipient of these federal funds, Crawford County is obligated to affirmatively further fair housing and complete a comprehensive AI to Fair Housing.
The AI will:
- Serve as the substantive basis for Fair Housing Planning.
- Provide detailed information to policymakers, housing providers, lenders, and advocates.
Scope of Services:
- The selected consultant will analyze factors such as segregation, racially and ethnically concentrated areas of poverty, access to opportunity, the fair housing environment, private market activity, and public policies. Public participation will be a crucial component, ensuring diverse community input.
Deliverables:
- Initial and final lists of impediments to fair housing with corrective actions.
- Draft and final AI report, with three hard copies and electronic versions in PDF and Word formats.
Proposals should include:
- Approach and methodology.
- Required services from Crawford Partnership.
- Background and qualifications of the consultant and team.
- References from similar projects within the last two years.
- Detailed fee schedule and timing.
